Question: The question heading says "before December 2009", while the suspend date is December 1, 2010. Can we please have a clarification on this? Thanks.

I've written to the author, though the background makes it seem as though December 2010 is correct.

"Forces expected to be moved to eastern Indiea in operation expected to last a year ".
Maybe this sentence gives a clue?
I wouldn't have placed a bet if the suspend date had been Dec 2010.
I usually don't go for long-term bets.
