Background:>
Heads of State present at the meeting criticized the lack of help from Russia to deal with the effects of the global crisis and some analists suggest that "the CIS is progressively moving towards the completion of its existence". Also a bilateral meeting between presidents of Russia and Ukraine did not take place due to the busy schedule of Mr. Medvedev and the traditional after-conference party was cancelled as not appropriate in a time of crisis.

On November 20th, 2009, the next major meeting of CIS is scheduled to take place at the level of Heads of Government in Yalta (Ukraine).
The question refers to CIS members (10 countries + Ukraine - which has the status of "de facto participating, not officialy a member") as here http://en.wikipedia.org/wiki/Commonwealth_of_Independent_States
