How many Heads of Government will not participate at the CIS Council in Yalta?

Background: The summit of the Commonwealth of Independent States (CIS) was held in Kishinev on October 9th, 2009. However, at the meeting in the capital of Moldova did not attend the presidents of Kazakhstan, Uzbekistan, Tajikistan and Turkmenistan.
Heads of State present at the meeting criticized the lack of help from Russia to deal with the effects of the global crisis and some analists suggest that "the CIS is progressively moving towards the completion of its existence". Also a bilateral meeting between presidents of Russia and Ukraine did not take place due to the busy schedule of Mr. Medvedev and the traditional after-conference party was cancelled as not appropriate in a time of crisis.

On November 20th, 2009, the next major meeting of CIS is scheduled to take place at the level of Heads of Government in Yalta (Ukraine).
