So, if you a Coldplay song is voted the Song of the Decade, "Artist begins w/ A,B,C" is the settlement. If a Snow Patrol song is voted the best of the decade, "Artist begins w/ S,T,U" will be settlement.

Keep in mind that some artists have well over a dozen songs in the running to be voted Song of the Decade, whereas others only have one.
