Can Washington DC dry out a bit in November after a soggy October?

Background: January, February and March were very dry in the Nation's Capital. April finally came close to the normal rainfall value, but did not make up any of the deficit. That all changed in May when we got nearly double the normal amount of rain and continued into June with another 5.86 inches (~15 cm) of rainfall, compared to normal rainfall in DC in June, which is 3.13" (~8cm). In July, we gave it all back with parched gardens and wilted vegetation. The normal precipitation for July is 3.66 " (~9.3 cm) and we got a measly 1.07". The normal rainfall in August in DC is 3.44 inches and all we got was 2.46. The average rainfall for September is 3.79" and we only got 3.31" and almost half of that came in one day near the end. October looked average until the last week when everything drowned in over 2" of rain. The average for November is 3.03". We have been far above or far below the average, so far this year. So, the question asks for the total amount of rain recorded by the National Weather Service, Sterling, VA giving the total for the month of November at National Airport.
