EU Enlargement: When will Serbia receive "candidate country" status?
Background: European Union enlargement de facto halted until Lisbon Treaty will come into force December 1st, 2009. This is the chance to speed up enlargement process with as defined "potential candidate countries" and "candidate countries" of Western Balkans, Turkey and Iceland. Currently "candidate country" status is granted to Croatia, Turkey and Macedonia.
Serbia plans to formally apply for EU membership by the end of this year. The sticking point in EU-Serbian relations is the hand-over of war criminals such as former Bosnian Serb leader Ratko Mladic, who still remain at large. But a lot of progress was already been made, most important with the recent hand-over of Radovan Karadzic, whose trial started this week.
The UN's chief prosecutor for former Yugoslavia, Serge Brammertz, was in Serbia on Thursday to review the government's efforts in catching the indictees. His assessment, due in December, will play a major role in whether member states accept Serbia's EU application.
To receive "candidate country" status, Serbia must apply for membership and the EU countries to accept Serbia's EU application, the first opportunity for this to happen might be at the European Council in December 2009.
