Who will be the winner of the runoff presidential election in Zimbabwe?

Runoff election now scheduled for end of June, so no election will be held by May 31st.

Background:

The official electorial body of Zimbabwe announced the results of the March 29 on Friday. Since no one won a majority of the votes cast, a runoff election is required within 21 days. Of course, that may or may not happen. But when it does, who will be declared the winner, the current Mugabe, or the challenger, Tsvangirai?

There are TWO likely possibilities here: first that No election is held by May 31st and second that Tsvangirai is declared the winner by June 30th by the international community (but not necessarily by the Zimbabwe government). In the event that BOTH occur, I would presume that the first event would settle this question: no election is held by May 31, 2008?

Especially in terms of hubdub rules that the question will be settled in the event that something has occurred that will settle the question?
