The fact that some of the police officers are fired and other disciplined does not mean that there would not be criminal charges against them.
These are two different things, and the question clearly asks about criminal charges and prosecution and not at all about the disciplinary measures taken by the police itself. Those measures does not exclude charges.
In the FoxNews article, mentionned in the settlement, there is an explicite sentence about that:
"The city's district attorney and the FBI are still reviewing the case for possible criminal charges, Ramsey said."
I think, question should remain open until the suspend date and the settlement must wait until it would be clear would there be or not charges by the autorised offices.
In its actual condition this a pure wrongful settlement.
"Information will be sent to prosecutors, who will determine whether to press charges."
If the prosecutors are still deciding, then the question remains unsettled.
