@valornhonot - The outward appearance of the pile is a little misleading. As it melts the surface becomes more concentrated with the debris included in the pile. These items initially absorb the suns radiant heat better than the snow and encourages melting. Now that the surface is saturated with debris I wonder if it may be working more as an insulator of the underlying ice and snow.
I am relying on that blogto.com (the linked website) to determine when the pile is finished melting. I assume they will declare it melted when it stops producing water.
There was some debate on whether or not the city should remove the pile and a decision was made to leave it as it is, basically due to lack of desire to spend the money.
Obviously the city workers will be disturbing it somewhat as indicated by the trash bins but I expect it to have a minimal impact. They will likely let it melt and and retrieve the larger debris items as they appear. Any Canadian will tell you that trying to disturb a pile of ice/rock is usually given up on within a moment or two.
