Will any storm during the 2008 Hurricane season be so severe that its name is then retired?
Current forecast: 79% chance

Combining all predictions, the current forecast is that this is 79% likely to happen (up 40% in last 1 day)
The NHC/TPC does not control the naming of tropical storms. Instead, a list of names has been established by an international committee of the World Meteorological Organization. For Atlantic hurricanes, there is actually one list for each of six years. In other words, one list is repeated every seventh year. The only time that there is a change is if a storm is so deadly or costly that the future use of its name on a different storm would be inappropriate for obvious reasons of sensitivity. If that occurs, then at an annual meeting by the committee (called primarily to discuss many other issues) the offending name is stricken from the list and another name is selected to replace it.
There is an exception to the retirement rule, however. Before 1979, when the first permanent six-year storm name list began, some storm names were simply not used anymore. For example, in 1966, "Fern" was substituted for "Frieda," and no reason was cited.

Regarding your question about the Hurricane committee, I had the same kind of question in my mind when I was building this marketplace... Within the background information is an indication that I think addresses this uncertainty..."If that occurs, then at an annual meeting by the committee (called primarily to discuss many other issues) the offending name is stricken from the list and another name is selected to replace it."...I think the committee would address this prospect quickly rather than let it languish for an extended period of time, and if these meetings are annual, there really doesn't seem to be much of a prospect for multiple years to go by.
I am guessing that each group will manage their name lists differently, but I don't know this for certain.
this was released on may 14, so it may not settle until next may, unless it is just a REALLY slow season.
Oh, well...
