Settled as No

http://www.courant.com/news/local/hr/hc-arcetorres0611.artjun11,0,357846.story

Background:

Angel Arce Torres, a 78 year old retired fork lift operator was struck by an automobile on a busy street in Hartford Connecticut. For a minute and a half other automobiles and bystanders milled about and passed Torres before a police car, responding to an unrelated call, stopped.
The entire event was captured by traffic surveilance and posted online at the Hartford CT police website in hopes of finding the driver.

Mr. Torres is paralyzed and struggling for his life. Please be respectful in any posts to the graphic nature of this footage. I'm posting it soley to make people aware of the incident and in hopes that we can come to terms with the type of society we have become.

That is sick, but IMO Hartford officials blew this way out of proportion. Four people called 911 within seconds of the incident, and it may have taken a minute for the shock to wear off, but a crowd of people moved out into the road to draw attention and keep him from being struck by another car. In a situation such as this, you should _NOT_ move the victim.

Hartford officials are backtracking from their initial statements, from FoxNews:

"However, Roberts and other city officials backtracked on Thursday. After initially saying he was unsure whether anyone called 911, he and other city officials appeared at a news conference in which they said that four people dialed 911 within a minute of the accident, and that Torres received medical attention shortly after that.

City Council President Calixto Torres said viewers of the 1 1/2-minute videotape might mistakenly believe that no one helped.

"I think this moved too quickly," he said. "I think it moved too quick and we were putting information out that was incomplete. What I think was missing is the fact that this happened in a very short period of time."

Roberts said his initial angry reaction was based on what he saw in the video. "The video was very graphic and sent a very bad message," the police chief said."

Regarding my statement "I'm posting it soley to make people aware of the incident and in hopes that we can come to terms with the type of society we have become.", I was referring more to the driver that hit him and took off however, I would like to live in a society where the traffic stopped and everyone got out of their cars to see if they could do something. Anything really, other than keep driving. Who knows though what they were thinking, maybe some intended to go get help, who knows.

I think somebody slowed down for the old guy and the two cars decided to pass. The second passing car was too close to the first one to see the poor guy.
Looks to me like an incredible example of two of the worlds most dangerous drivers driving within 10 feet of eachother.
This is a horrific video that I'm afraid we are going to see more of as quantity and quality of video surveillance is on the rise.
Hopefully they get those people away from behind the wheel and the gentleman can still have some quality of life,

I couldn't believe the lack of response from all the passers by and the cars! Unbelievable, very sad.
