Background:

Democratic Senator and Presidential candidate Barack Obama is on the record as opposing granting immunity to telcos that assisted the White House in the warrantless wiretapping of U.S. Citizens. The Democratic leadership of the U.S. Congress has just negotiated a broad "compromise" agreement that will provide such immunity. Will Senator Barack Obama vote for immunity (and with his party leadership) or stand on principle? This question is a new version with the option of "NO VOTE or ABSTAINS" added. Please note the odds reflect Senator Obama's previous statements in opposition to immunity. Please note the suspend date.

He has said he and Senator Reid will try to vote against the immunity portion of the vote.

This has not come to a vote.

Reid to push for separate vote on telecom immunity

Senate Majority Leader Harry Reid told Bloomberg News on Friday that he will try and push for a separate vote on immunity for telecommunications companies when the Senate takes up electronic surveillance legislation next week.

``I'm going to try real hard to have a separate vote on immunity,'' Reid said in an interview to be aired this weekend on Bloomberg Television. ``Probably we can't take that out of the bill, but I'm going to try.''

On Friday, the House passed an update to the Foreign Intelligence Surveillance Act that called for a federal district court to review the legal justifications for granting immunity to the telecoms that participated in the wiretapping program.

Separating the bill would give political cover to Democratic presidential nominee Sen. Barack Obama (D-Ill.), who could vote for many of the updates to the 1978 FISA law, but could still vote against telecom immunity, an issue that has become a key flashpoint on the left."

Obama has also stated he will try to vote separately.

Time is of the essence on this question, as it suspends at NOON EDT.

"WASHINGTON (AP) — The Senate on Thursday put off voting on controversial electronic surveillance legislation, in spite of what appeared to be overwhelming support for the bill.

"Sen. Russ Feingold, D-Wis., and more than a dozen other senators who oppose telecom immunity threw up procedural delays that threatened to force the Senate into a midnight or weekend session. The prospect of further delays was enough to cause Senate Majority Leader Harry Reid, D-Nev., to postpone the vote until after the weeklong July 4 vacation."

Report this morning by National Public Radio, suggest that the bill may come up for vote without the controversial compromise excluded. If he votes on the bill and the language is excluded, I suggest that the third option applies.

The market question is asking how Obama will vote on the bill. It is solely dependent on how Obama votes on the bill, it isn't dependent on amendments made to the bill.

No votes today on Telecom Immunity Bill

- After a brief hiatus, the Senate will again take up amendments to the Foreign Intelligence Surveillance Act this morning, an issue that could have liberals up in arms at Democratic leadership in Congress and at Barack Obama, who signaled a position on the matter about which his base was not pleased. There will be no votes today, though, to allow members to attend the late Senator Jesse Helms' funeral.

Ryan,

We are in complete agreement. This market is about Obama and the telecom immunity compromise. Not the bill, or the amendments. But the bill is the vehicle for the compromise. Regardless it is about his vote on this matter.

Also, above I meant to write: "Report this morning by National Public Radio, suggest that the bill may come up for vote with the controversial compromise excluded" or "Report this morning by National Public Radio, suggest that the bill may come up for vote without the controversial compromise." I mixed those two options together for the nonsense that appears above.

Summary: Bill Passes with immunity intact. Before the vote, Obama and 31 other Senators voted to trip immunity from the actual bill. This effort was defeated.

I don't know what Obama did subsequently. McCain did not vote.
