My one concern is what happens if two of the items listed occur. Outcomes should be mutually exclusive. If two of the items listed occur, the "Any combo" outcome would probably be the settlement but anyone who wagered on the individual outcomes which occur would argue that they should receive winnings.
That said however, I think it should stand for now and any difficulties can be dealt with if they do arise.

From an objective standpoint, the Browns are fun to watch, but if Derek Anderson (the only good QB the ravens have ever drafted) proves more than a one season wonder; with that receiving corp, they will be lighting it up on us next year.

If this question as structured were asked about the 49ers last year, it would have been un-settleable as they picked a defensive player (Willis) and an offensive player(Staley).
I could re-word it to refer to the 21st pick specifically. If they trade up or down with that pick, then it is settled as "None"

Its essentially asking: Will the Falcons have the opportunity to draft Matt Ryan when the time comes for them to make the third pick of the draft (assuming they have that pick when the third pick goes on the clock)?

Also, they won't pick on time isn't really an outcome. If they don't pick on time, they don't lose the pick....see the Vikings selection of Kevin Williams a few years back
Special teams means Kickers or Punters. If a KR is listed as a offensive or defensive player, then that takes precedent.
