Also, (according to the given link) he has already been branded the city’s “dumbest criminal” by Leeds City Council, which doesn't seem lawfully to have any impact on his receiving an "anti-social behavior order", which is what the question implies. I'm unsure as to what a suspended prison sentence is.

Farve isn't reinstated as an NFL player. He is still retired. He could still get cornered by the Packers with a poor contract, get paid off for not playing, or even be forced into an unacceptable trade and just stay retired. That is why the commissioner has no taken action yet.
