Sensex has clearly opened at 8,446.74, below the previous day close.
The right answer is "NO" and the settlement must be corrected.
This is not an exception; there were many cases when it turned that the outcome is already known when a question is created. And the policy was always firm - question is immediately voided. I have myself questions voided for that reason. There is nothing to hesitate here.
The problem is in the delay for an action with no information what's going on. If the editor needs some more time for consideration, please tell us. Question pending as this for a long time - is not good.
Guibraguim: the link is broken and I am not sure what you are saying.
I hoped that you provide reliable information about when exactly the match is played because I couldn't find the exact time when the match begins although I tried even on the BFF official site. I think the match will be played tomorrow, not today, but can you confirm this and flag the question with the correct suspend time.
I took the odds from the Oddschecker site - Brazil is considered as a clear favorite.
Finally - I would like brazilian questions to be created by you or some other user from Brazil, but the match approached and there wasn't a question on that important matter, so I decided to take the risk.
It is not accidentally that I write this in the comments instead of 'flagging' or make more and more settlement requests. This is because I would like to bring the problem to the attention of the community, and there is a problem with late settlements or with lack of information why a question is not settled or why it is suspended for a long time.
Here, the settlement request was made on Friday afternoon US (or Northamerican) time, today is Tuesday, and question stays suspended for forth day without any explanation nor it is settled.
I don't think this is normal.

I read the link and see that the secret is UNVEILED; quote from the article, provided in the settlement request:

So, mystery Santa Claus is a woman and is a publisher in the East Midlands. This should be sufficient to settle the question. The fact that she wants to be anonynomous doesn't change the outcome that the mystery is solved; question doesn't explicitely require the person to be named, it is enough to be identified.
Anyway, question have to be settled OR to be clarified (that an identification by name is required) and unsettled. This way users who don't agree with such change in the circumstances could cash out their wagers made in a different conditions. To stay as it is now suspended without clarification and waiting for something unknown is very annoying.
Why this question continue not to be settled, 4th day in a row?
Sorry for the late reply, but I didn't sow your comment. As it is explained in the background, counted are all goals in the official United matches in the Premier league, Champions league, FA Cup and Carling cup, but also the goals scored with the Bulgarian national sqwad.
As of now he has 4 goals in the Champions league, 2 in the Premier league and none in the both cups and with the national team.
In other words - 6 done, only 19 remaining :).
Why this question is not yet settled?
Question suspends at 1200 GMT on Wed 19 Nov. I would suggest to move the suspend time at the match kick-off - 1945 GMT; I think in the latest hours before the game the interest only increase and it would be frustrating to find out the question already suspended.
It would be better if those rugby questions were created by someone who is more inside the rugby sport; although I'm a fan but am not so familiar with it.
I took the odds from the usual place - oddschecker. At the time of question creation, odds were almost equal with slight advantage for the mighty Australian team. Given the fact that England has always played relatively successfully against them, favoring England is not unreasonable. The problem in those type of questions is that sometimes you bet on the team who you like, not the one who is most probable winner :).

Well, I assume that the weather forecast cannot threatening whatever, it's the weather itself which can threaten something. On the other hand, it's not threatening the fifth and last launch for 2008, but only the Friday's launch, the first possible date.

Autotom: it's all very simple. If the shuttle launch on Friday night - it's 'yes'. If it don't for whatever reason - then it is 'no'. Thinking about disasters at the launch itslef is not good. And btw - never happened (and wouldn't happen).

I really would prefer those questions to be created by some experienced rugby question creator, but with the missed match from last Saturday between Scotland and New Zealand I decided to take the risk. Appologies to all who are somewhat offended by my intrusion in this territory.
I think this means that suspend time is correct (in accordance to rules), because markets will open at 11.30 PM your time?
No, friend Curios: Nasdaq opens at 9.30 AM U.S. Eastern Standart Time (which is 1430 GMT) and as you know according to newly implemented rules opening questions suspend one hour earlier, i.e. at 8.30 AM EST, 1330 GMT. I think that you may be have not a time changes, but U.S. as well Europe has returned recently from the daylight saving time to the standart time (1 hour earlier) and may be this is the cause of some differences.
Suspend times are a painful problem, but - who listen to us :)
More than inaccurate starting odds. It is impossible to set all odds equal. Question must be voided. Wimbledon deserves better question than this to represent it here on Hubdub.

Tropical_power123: I flagged your question for drastically inaccurate starting odds. You cannot set all odds equal and Djokovic's odds two times greater than those of players higher than him in the world rankings. Your (and of your friend Sandjo_123) passion about Djokovic is not a reason to favourite him in an unrealistic way. You both should learn more about questions creation. Learn from SDCharchers how to create good sports questions, look also the good tennis questions from Pitchedoutsidelegs, then try again.
Your question must be voided but I wish you a good luck and improvement in your question's creation process.
Mrperfkt: In my opinion, there must be at least two sports editors; your work is the hardest one in Hubdub, you have a great daily number of questions to observe and to settle and it is hard to succeed on all of them. This may be doesn't depend from you but I think that it will be good to have a second editor, preferably from Europe to cover all European and non-american sports questions which additionally usually ends in a different time frame.
You should know as a former simple user, and I can assure you that it is very unpleasant to have to wait a long time for settlement of a question with a well known outcome.
As I said in many occasions peviously, quick and prompt settlement is one of the main things users wait from the editors. To achieve this, additional editors especially in the Sport category are necessary.

Sandjo_123: you have more than inaccurate starting odds. You cannot set all the odds the way you did. Your odds reflect your partiality about some players. Djokovic simply cannot have greater odds and Federer simply cannot have less odds than all of the others listed players.
I am surpised that this and the rest of your questions stayed for so long instead of being immidiately voided for such extreme inaccuracy.
Creating questions is good but you should do this in a more elaborate and precise way if you want they to stay and attract activity. I wish you to improve your question creation process.
In the meantime, this question must be voided for drastic inacceptable inaccuracy.

Sandjo_123: You starting odds are completely inacceptable. You should put the odds in declining order from 'none' to 'four', when odds for Djokovic to win the Grand Slam (all 4 tournaments) should be at the maximum 1%.
Question must be voided and you have to learn to create accurate questions with precise odds.
Sandjo_123: you cannot set Nadal odds equal to the rest of your names; he won the last 4 French Opens and odds for him to win should be much greater. Federer also should have been given greater odds than you did. Odds simply cannot be equal for all players.
Question deserves to be voided and Roland Garros deserves better question to refflect it here on Hubdub.

Sandjo_123: I am very sorry, but am forced to make some remarks on your questions.
First, you cannot set the suspend date at the beginning of the next year for an event which lasts up to next September, because there is a Hubdub rule which says that a question should not suspend prior than 7 days before the outcome of the event is known.
Second, and probably more important, your starting odds are more than inaccurate. You cannot put the odds equal for all your options. It is complete absurd to set 20% odds for winning all four Grand slam tournaments; you should know that the last one who did this was Rod Laver back in 1969 and many brilliant players since has tried but not succeeded.
I understand your tennis enthusiasm and your passion toward tennis (and particulary about Novak Djokovic) and agree with you that tennis questions are good and should be more in numbers, but you must realise that the Hubdub community is very sensitive about inaccurate initial odds.
Same apply about ALL your questions which have not ONE acceptable odds.
They all must and should be voided because does not respond to the rules and requirements for the creation of questions. I recommend to you to read and learn those requirements.
Questions creation process should be more elaborate and precise and I wish you that you learn this and your questions to stay and attract more interest and great activity.

I hope that we will receive explanation about what is the cause of this difference which in some cases (mine) is far too big to be explained with the hourly updates.
In my opinion, most probably this is some bug or other problem which in any case needs to be fixed.

Sorry, but you apparently does not have read the background, nor the short but informative comments. Background says clearly that question refers to in person speaking with world leaders, not simply receiving protocol congratulations which have been received including from the president of Iran with whom Obama of course didn't speak and hadn't any communication.
I'm really sorry, the problem is not with one voided question, one more, one less, not a big deal. The problem is in the principle: you are not right, you have shown little attention to your PAID job and complete disrespect toward the efforts of questions creators.
I have passed over in silence in many occasions my opinion upon the work of newly appointed editors but this case is the last straw that breaks the camel's back: your work is not at the expected level of Hubdub. Apparently this question is forgotten. So many settlement requests, several days since the outcome is well known, and no reaction. I think something should be done finally.
Infernalmachine: Regarding the motivation of voiding the question. I'm feeling obliged to make some clarifications since there are some hints toward myself as a listed question creator which are not exactly this way.
Although I am shown as creator of the question I am not considering myself as such. The initial question which I made many months ago sounded completely different and in my view hasn't nothing to do with the one it is now. It was completely paraphrased soon after creation by the then editor and this significantly changed the meaning and the sense of the question.
The story based on which I requested several months ago a settlement was a newly published study after the question was created and naturally I was not aware of it when created the question.
The relatively high percent for "yes" was based on the initial stories from BBC linked in the background. They represented a high level of expectation that the work will produce positive results. But I repeat, my original question I created was different. It doesn't asked about "Lourdes" and has more general meaning.
Anyway, I am not considering myself as having anything in common with this question and am not feeling responsible about it fate.
Since this case I often thought about the limits within a question can be changed by an editor.
Europe has returned to standart time this weekend, America apparently not yet, that's why.

You may be know, back in the first months of Hubdub there were similar questions. InfernalMachine made some very good and with many comparisons questions. He included stock exchanges from all world regions - Asia, Europe, North and South America. They were really great. It would be good if such or similar questions be created again.
There is one problem. Strictly speaking none indices are allowed outside Dow, Nasdaq, BSE Sensex, FTSE and DAX. There were questions with comparisons including other indices and they were voided for this reason.
I would suggest, as an exception, especially for such comparison questions to be allowed all world indices.
That's would be good.

Tisha: I feel that I must clarify myself. I don't remember what I have in mind when I wrote the above comment, but I clearly know what I intended to ask more than 6 months ago when question was created.
It was about the launch of the two spacecrafts dedicated to the exploration of the Moon and which one will be launched first. The third option covered the case if both missions were canceled or if they were delayed and some other mission is launched before them. Question doesn't intend to ask if they will reach the Moon, only if they are launched and which one will be first.
So, I think question can be settled as of now. LRO in the meantime was delayed several times and is scheduled for launch in April next year.

Well, with so much and so quickly happening changes, we are confused what question is allowed, what is not and for what reason.
I don't uderstand why the regular daily question on the Dow at 1 PM was scrubbed. It was good, running for enough time, users were accustomed to it and I don't see any reason to eliminate it.
And I don't know if "my" question about the greater percentage change between Dow and Nasdaq is allowed under the new rules. As it refers to the closing of the indices it would be fit for closing at the opening, but? Is it at all allowed?

I remember with true nostalgia the times when running were also the Nikkei and Hang Seng indices. But my great favorite apart from Bombay was the Mibtel (the Milan italian stock index). BSE Sensex was introduced by the indian users, then very active, and Mibtel by the italian users; both apparently not active since long time, which I very regret; they brought diversity to the site.
Anyway, it is good to reinstate some other indices besides the major american ones.
I think, the best way for them to gain popularity is if they are created on a regular basis, just as the daily Dow questions.
Some background as Bayoubear suggested probably would also be helpful.
Back in the late spring when all indices questions were running I created most of the international markets questions. It was good, they introduced dynamics and mobility here in Hubdub. First closed the Nikkei, 2 hours later Hang Seng, another two hours and the Sensex closed. Between the Nikkei and Hang Seng was the opening of FTSE, DAX and the others european markets. Then followed the opening of the american indices. You might have the opportunity to win and lose and check if you was right throughout the day. And this increased the passion for Hubdub.
Now, times changed. With all those new restrictions, questions that are not more allowed, changed suspend times, may be we need some time to readapt to the new conditions. Building new strategies to play.
I think after some time, those relatively new markets will gain their popularity. They just need to be created daily, as I said. FTSE shows somewhat better popularity just because is created already for some time very regularly, thanks to user Akkie for taking care of this.
But DAX and Sensex need the same. As of now they are created by different users accidentally and sporadically.
It would be good if someone take care for them as for the FTSE.

Well, Dow and Nasdaq open at 9.30 AM EDT. One hour earlier is 8.30 AM, not 7.30 AM as in your example for the opening question.

I noticed this difference since the beginning of September. Before, what was shown on the leaderboard was the same as on the dashboard and on the profile. Since then a significant difference exists.
I think this is some problem and hasn't to do with the hourly changes; the difference for the users in the top of the all time networth is of about 40 thousands and is constant.
If there is some explanation, it'll be good to learn about it. If this is a problem, it'll be good to fix it.

I agree that more background may be helpful. I'll try to do this on the questions which I'll create.
Well, speaking about popularity, most of the american sports questions never reach a popularity of 13 predictors. I don't think that they must not be allowed by this reason and I think the same is here. Some days the FTSE open question has reached greater popularity than today's, may be such fluctuations are normal.
I made some of the big bets here and I don't think that this is something bad or shameful. FTSE open question is one of the more riskiest (especially Monday's open), you take some greater risk, you can lose big (and I losed many times), but if you're right, the risk pays out. This also should be normal for the conditions of Hubdub.
It would be very pity if those questions (about FTSE, DAX and BSE Sensex) will be lost again after their such a long awaited revival. Time in which many users accustomed to them has left the site or has forgoten about them, and the new ones simply doesn't yet know them. It takes time for the popularity to grow.

I would suggest the suspend time be moved up for an year and adjusted to the beginning of the race, which is 1700 GMT, 2 Nov; or 12 PM ET (9 AM PST).
Although I agree that questions are not copyrighted (despite, on the other hand, that may be it will be good if there is some coordination when a new user take over a long standing question from the previous question creator) I cannot restrain myself of making some remarks regarding this and the tomorrow's questions.
Starting odds nor the suspend time are not accurate.
As I see things, users who took advantage from the initial 30% odds for the "yes" option will make some unexpectedly big (and far too easy) gains with the support of the HD administration.
Make the odds reflecting your own very subjective and doubtfully founded opinion is a bold and self-confident approach. I was left with the impression that Hubdub does not tolerate such an approach.
To put the suspend time on a Dow open question 6 hours earlier is also an innovative method tending to transform those type of questions into a lottery.
Far too many questions were voided for far less than that.
And I really wonder why the Hubdub administartion tolerate and favorise some obviously extravagant questions and questions creators when in the same time others are subject to growing restrictions and negative approach.

I think, question has to be unsuspended.
I also agree that the question was settled uncorrectly or prematurely. It have to be resettled as 'yes' or at least to stay open.
In my view, as I read the official reports, troubleshooting of the initial issues is successful. B-side is activated and work. What occured are new issues, which are not covered by the question and concern only one instrument (system) and not the whole HST. Besides, the new problem: a/ is in proces of removal, and b/ does not affect the other working systems of Hubble.
To settle as 'no', Hubble may not work at all, as it was when the problems from the end of September occured, which is not the case as of now.
Therefore, the right annswer is 'yes', because the switching to the Side-B was successful, most systems works and new issues may be subject of a potential new question but are not under the common sense of understanding of this one.
Finally, as a reserve variant, question should wait until the new issues are resolved or it would become clear that they are irreparable and how they affect the overall work of the space telescope.
I don't know why, but the term used in Formula 1 is 'constructor' or simply - a team. May be they don't use 'manufacturer' because most of the teams make their own chassis and use engines from other manufacturer. The only team which makes both its own chassis and engines is Ferrari.
If I could bet now, I would immediately put a ten thousand on a "yes" without any hesitation and calmly wait the so wanted and needed Big gain in those dark times of big losses.

I wouldn't be surprised if only Destry is elder active user on Hubdub than me. You may imagine that I know more things on Hubdub than apparently you thought. And, btw, the most important things are seen from sidelong, not from inside, it's as simple as this.
Thanks for the lecture anyway, it may be very useful for the newbies.
What I asked a favour of you was so simple, and so minor that I'm really somewhat surprised from such a reaction.
I asked simply (and I think very politely) to put the full names of the teams in your questions. Toronto Maple Leafs instead only of Leafs. Is this so hard? I don't think so.
This saves me time browsing the questions and makes it easier to orient where I want to stop.
This is very little and very simple, just a 'democratic' favour toward non-american users.
This, because you SU and al, behind the scenes decided that Hubdub needs more 'democratisation' making not so good changes.

You took whole two weeks to read my post which was mostly addressed to you (and your colleague in the active questions creation). I asked both of you very politely to write in your questions the full names of the teams just as SDChargers does; take example from him, his questions are real example to follow.
The way you both create your questions does not respond to the level of Hubdub and sounds like you speak to your friends from the neighbourhood in the local bar while drinking on tap beer. This believe me does not sound good.
Once more time, please, do this little effort and write the full names of the teams in the question tittles.

And btw I'm really surprised from your unsuitable language, this really doesn't fit with the status of a super user. You may consider some appologies, I think.

It's not so hard. Closing up always has meaned in comparison with the closing of the previous period.
When we talking about a week, closing up the week means clearly compared with the previous week close.
Everything is clear.
Soccer (or, what we call football) questions are good; they represent interest for many european (and some southamerican) users. If in some cases there is somewhat little activity the reason is that the football matches are the most difficult to predict. You cannot make a fortune with predictions on football matches, which by far is not the case of the far more easier to predict american sports questions.
Secrete predictions does not "spoil things", but what, imho, do that, is the aggressive way of some users who play only for "trading" their wagers, forcing the others to follow them, and then cashing in, regardless the outcome of the markets. Another thing that even more spoils things is when some users make aggressive comments representing their point of view (and betting) as the one and only, thus influencing the others to bet their way.
Regarding the interest on the BSE Sensex questions, I think that if they become regular, the interest will grow with time.

Some clarifications are needed.
You speak about 'In play financial markets' but in the end it is said "No other index questions will be allowed".
This is unclear. No other indices except Dow are allowed - at all? No Nasdaq, no FTSE, DAX, Sensex? Only the Dow?
I hope this cannot be true.
Since some times ago, by express instruction from the category editor, questions about all permited indices except Dow and Nasdaq (FTSE, DAX and BSE Sensex) are suspended at the opening time, so they are not "in play" and are already conform with these new rules.
You should clarify about what we talking here.

Gerowniko: if you predicted on this question 'Portsmouth' - you won't get any money; instead, you will lose them. If you read background carefully, you will see that question reffer only to this match and the regular time, not to the outcome of both legs. In the regular time it was Vitoria Guimaraes who won 2-0 and this is the winning answer.

And BTW, Glonass is operational since more than 20 years; it's only not covering whole the planet which would be achieved in the next year or so. It is reported that Glonass is far more accurate than GPS. Galileo is designed also to be much more accurate than GPS.
Russians and Chinese already produce and sell receivers that combine the GPS and Glonass signals.
Obviously it wouldn't be any problem to produce devices that recieve signals from all the operating navigational systems.

But even if it was to be suspended at opening this is not a good idea: both FTSE and DAX as well as Sensex are very volatile and change direction abruptly and often in the last moments of trading, following the daily change of the economic news and development. We do not have to judge about this indices based on the current extreme situation when the global finance crisis overshadow everything else and make predictions somewhat more easear than usual. This is not the normal case.
Suspending the close questions at the opening is equal to a pure lottery. I don't think this is the proper cause of the existing of these questions.

I think, a clarification is needed here. Due to the legal actions of McLaren-Mercedes team against the Hamilton's penalty resulted in changes of the driver standings, and if their appeal succeed, there must be a serious changes. Decision on these actions most probably will be taken after this race.
So: this question refers to the provisional driver standings immediately after the finish of the Grand Prix of Italy on 14 Sept. Further changes as a consequence of the McLaren's appeal does not affect the outcome of this question.

I don't see this as a duplicate because it is a more detailed version of my simplified one. Both type of questions stand apart and I think can co-exist. One asks if one of the two teams will beat the otherq, where the "No" option includes win for the second team amd a draw; here every from the three possible options is alone. This way players have the opportunity to predict the score more accurately.
Both questions could stood.

The opening time is NOT 8 AM GMT, but is 8 AM British summer time, or 0700 GMT. This is 3 AM ET.
Closing is at 4.30 PM BST, 1530 GMT, 11.30 AM ET. Actually, as I said before, closing figures are taken at 4.35 PM BST.
And we don't forget that data are 15 min delayed.

1 P.M. British summer time is too early suspend time for FTSE.
Trading lasts from 08.00–16.29 (when the closing auction starts), and closing values are taken at 16.35 BST.
This means that the suspend time is 3.35 hours before closing, too much for FTSE which is the most insidious (so to say) of all the indices and has the tendency for abrupt sudden changes in the very last moments of the session.
The more so that everywhere the data from FTSE are 15 min delayed and you cannot find nowhere realtime data. Actually, you learn what is the closing value after 16.50 BST, which practically means that this question will suspend almost 4 hours before the closing value is known.

Jake: None of your football questions suspends at the beginning of the game, but many hours before. I can't figure out any special reason to do that.
I assure you, it's very disappointing to find out that a question is already suspended when one would like to wager on some interesting match. I suppose that many users (me including) like to bet in the last hour and in the last moments before the game begins. Suspending a questions 8-9 hours before the beginning greatly reduce both the pleasure of the game as the level of activity. As of writing this, here on this question the activity is merely 300 H$. This not worth all the efforts of creating those questions. Activity would be far greater if the questions suspends at kick-off time of the respective match.
I appreciate your work, but I don't think there is any difficulty to adjust the suspend times at the beginninig of the football game. If you continuing to create such type of questions, please do make this little effort. If not - it's really not worth; this only spoils the things.

I really don't understand why most of the F1 questions suspend 12 hours before the race start; just when tension grows and people want to bet for the race, they find market suspended. Great disapointment.
I suggest all the F1 questions to be suspended at the beginning of the race which for all Europe races is 1200 GMT. For the rest it is not at all hard to find when they start.

You cannot have mathematically precise odds here, what want SU Newswrangler. The intention of the question creator is clear enough and the odds are what appears in the eyes of the general public. Every year there are several largely reported great plane crashes and usually they are with Boeing and Airbus planes, which are the most common commercial airplanes. The largest market share belongs to Boeing 737, which largely surpass in number every other type of airplane in the world. But this is not enough to put the odds at 80% for Boeing. On the other hand, there are many other types of airplanes, but this doesn't means that the next crash will be necesserily with a TU, or Embraer, or BA planes; simply they are far less in number then the Boeings and Airbuses.
There is no logic in the air crash disaster and there is so much hazard that you never can have what you call accurate odds.
Question is good, legitimate and must run and I appreciate the efforts of Pepe in making them.

As far as I know, after the Superbowl there was not such case.
On the other hand, I think that the interest in given sports question increase with the approach of the event. For me, it is always very disapointing to find that such a question is already suspended prior to the beginning of the event and wages are not any more allowed. May be, it's the same with other users.
This is absurd to suspend all the Indy questions 2 days before the race.

These are two different things, and the question clearly asks about criminal charges and prosecution and not at all about the disciplinary measures taken by the police itself. Those measures does not exclude charges.

Suspend time should be at 6.25AM Pacific time.

This was my presumption. As Reuters inform us that the 'war is very close' according to the Georgian officials, the same should be the case if this really happens. In fact, if there really are acts of war, this will be world news #1, I think.

I think that the usual understanding is up or down comparing the previous closing. At least, that is what's applied in all of the sources. So, today closing is UP comparing to previous closing. When it is compared to the day's open, this is 'intraday' difference or 'Day's Range'.

If I may bring some more clarification. Usually, there is the so called 'launch window' - a period of time, when the rocket can launch during given date. This window can be from a few minutes to hours. Launch can be slipped through the window, if the weather is not favorable etc. In the window there is always a 'target time', usually at the beginning of the launch window, when if anything is going well, the launch actually occur.
But, more offen, if there is some constraint for the launch, a scrub for the day is called and the launch is delayed.
So, 0500 GMT is the 'target launch time' and 99% if the launch cannot for some reason be executed in that time it will be postponed.
And of course, if it occur during April 24, this must be "YES".
I specified 'April 24 GMT', because 0500 GMT on 24th is 10 PM PDT on April 23.
